Qualify the problem before the package

Ask what changed, why it matters and what happens if nothing improves. A request for publicity may conceal a sales-enablement problem, a recruitment challenge or a founder’s personal preference. Establish which business outcome matters and whether PR can plausibly contribute. Do not force every enquiry into the same retainer. A prospect who cannot explain the problem may need a diagnostic; one whose problem is unrelated to communication may need a different specialist or no agency engagement at all.

Check the ability to deliver together

An agency needs inputs as well as a fee. Find out whether the client can provide expert access, customer evidence, accurate data and timely approvals. Ask who owns those tasks and how much time they can commit. A buyer with money but no available spokesperson may be a poor fit for an interview-led program. Qualification should identify these constraints before a proposal turns them into hidden delivery risk or recurring conflict over missed deadlines.

Map the buying decision

Identify the sponsor, budget owner, other stakeholders and approval process. Ask how the company evaluates agencies and what must happen before a decision. Discuss a realistic budget range in relation to scope rather than using price as an isolated interrogation. Record timing and procurement requirements. A friendly contact can be a strong advocate without being the person who signs. Treat their influence accurately instead of assuming enthusiasm means authority or an approved commercial commitment.

Choose the right disposition

Classify the opportunity as qualified, needs more evidence, nurture, refer or decline. Write the reason and next action. A clear no can protect capacity and improve service for suitable clients. A nurture decision should have a real future trigger, not become a storage category for uncomfortable conversations. Keep your qualification rules visible to the team and bot. Revisit them when actual wins, losses and delivery outcomes show that your assumptions were too strict or too generous.

Sell the first feasible commitment

Business problem: distributors need credible customer evidence.

Scope: interview the founder, assess customer permissions, prepare the evidence brief.

Before proposal: confirm budget owner, approver and consent task.

Retainer remains unconfirmed

The agency decision: Advance the opportunity that has a supported next decision. Do not add speculative retainer value to a committed pipeline.

The qualification gate

Problem

A specific business issue and reason to act.

Inputs

Experts, evidence and approval capacity exist.

Decision

Sponsor, budget path and timing are understood.

Disposition

Proceed, clarify, nurture, refer or decline with a reason.

A qualified opportunity is a supported next decision, not merely an interested reply.

See it in practice

A fictional founder asks an agency for broad media exposure before a launch. In a short qualification call, the agency learns that distributors are asking for credible customer evidence, the technical founder is available for interviews and two customers may participate. The marketing lead controls a modest pilot budget, while a larger program needs board approval next month. The agency marks a bounded evidence sprint as qualified and keeps the longer retainer as an unconfirmed possibility. It records the customer-consent task, decision date and budget owner. The proposal can now address a real business need and a feasible first commitment. The agency avoids treating a broad publicity request as permission to sell an oversized program that the buyer cannot yet authorize.

Compare the alternative

Another agency hears “we need PR” and immediately presents three retainer tiers. It does not ask who can provide quotes, whether customer data exists or who approves the purchase. The contact chooses the cheapest tier verbally, but procurement later rejects the budget and the founder refuses interview time. The apparent sales progress was largely imagined because the agency had priced a package before establishing the inputs and decision process required to make it workable.

Avoid this misconception

Qualification is not a contest to disqualify as many people as possible. It establishes mutual fit and the next sensible commitment. A small pilot can be appropriate when the problem is real but uncertainty remains, provided the pilot is scoped to answer that uncertainty rather than hide it.

Know the boundary

Do not infer budget from personal wealth, company prestige or a funding headline. Ask business questions and record what the buyer actually confirms. Some organizations cannot disclose a firm number early; in that case, discuss a range and the process for establishing an affordable scope.

Do this today · 30 minutes

Turn this lesson into a useful action.

Qualify a fictional launch enquiry using a short call checklist and choose a disposition.

Before you start

A document or spreadsheet and the public information described below. You can use the illustrative scenario without a website, paid account or live prospect.

Your steps

  • Write five questions covering problem, inputs and purchase process.
  • Record confirmed facts separately from assumptions.
  • Identify the largest unresolved delivery or buying risk.
  • Choose a disposition and a dated next action.

What better looks like

Before: An enthusiastic enquiry treated as sufficient evidence to send a retainer proposal.

After: A qualification record covering problem, inputs, decision process and the appropriate disposition.

Your working notes

Notes stay in this browser. Download a copy to keep them.

Verify your work

  • The business problem is more specific than publicity.
  • Client inputs and owners are recorded.
  • Qualification is supported by buyer evidence.

Follow up

Review this worksheet after your next real conversation or campaign review. Record what changed, the evidence for that change and your next dated action.

Before you move on

Make the decision.

A prospect wants a major launch campaign and seems enthusiastic, but no spokesperson is available and your contact cannot explain the budget approval process. The launch is six weeks away. What is the strongest next commercial decision before preparing a full retainer proposal?
